Tommaso Chiamparino is the European Commission’s coordinator on combating anti-Muslim hatred, a role he considers goes hand in hand with fighting for the rights of everyone, for an open, diverse society.

Before taking this position, Chiamparino had been working on European policies on how to combat racism and xenophobia, for the last three years particularly on the area of tackling hate speech online. For him it is key that minority groups are heard and taken into account in the European Commission, baring in mind that there are around 26 million Muslims in Europe, many of them being European Muslims.

Chiamparino organized a workshop held recently in Madrid together with the Spanish government where around 120 actors from civil society and public officials came together to discuss about synergies and good practices on tackling Islamophobia in the European Union. His team helped to bring together a diversity of actors from all over the EU, ranging from human rights associations, Muslim associations or academe to government officials or police officers tackling hate crime. He spoke to Salam Plan for this interview just after the one and half-day workshop, in which this website against hate was also invited to take part.

>>> Follow Salam Plan- ‘journalism against hate’ on Twitter and Facebook<<<

What does your position as head of the European Commission’s unit to tackle Islamophobia mean?

The key role of the coordinator to combat anti-Muslim hatred is to ensure that the different Commission services are involved from different angles which might be relevant to fight against intolerance, discrimination and hatred against Muslims. That could be from the side of hate crime, potential responses, on the side of education with the tools that we have, types of funding, for example, or other areas which might be relevant. So, ensuring a mainstream; also the need to protect the rights and to tackle forms of racism and intolerance.

The other main role that I have is to be a sort of contact, for both society organizations from the ground, to transmit messages from things that are happening on the ground to the political sphere of the European Commission, as well as for national authorities and local authorities, when it comes to how to bring together the relevant actors to tackle intolerance, discrimination and hatred against Muslims.

So, in short, it is a facilitator role in a way, trying to bring together all the different actors into this fight.

“There is a general societal challenge, in terms of dominant narratives and how we can promote alternative, positive narratives to those who spread intolerance, hatred, rejection”

More than 100 actors gathered in Madrid to speak about strategies and the needs and challenges to fight Islamophobia. What do you take with you from this meeting?

You might say numbers are not important, but I think having a full room of people in a workshop, in a meeting that was held in a Government building and hosted by public authorities and the fact that these people were coming from the large majority of the Member States, and they were coming from both grass roots organizations working on the ground and from national or local authorities… they were in the same room, they were in the same groups discussing about how to cooperate or to find ways to work together. That was in itself a key achievement of this meeting: having people in the same room talking about concrete forms of cooperation.

The outcomes are homework for everyone, including the Commission of course, and other public authorities to convene platforms open to civil society actors on how to find responses in the different areas. For example, training the police to recognize islamophobic hate crime or how to work together with the equality bodies and to ensure a mechanism of cooperation between civil society and political bodies and prosecution of cases.

During this workshop, Muslims’ associations and also other civil society associations showed on Islamophobia being also in the political discourse. What can the European Commission do in that respect, especially given the new spectrum in the European Parliament?

I think there is, on the one side, a general societal challenge, in terms of dominant narratives and how we can promote alternative, positive narratives to those who spread intolerance, hatred, rejection, etcetera.

What we can do is to continue to work in an area where we have been working a lot on, for example in the online sphere, so how to promote positive narratives of tolerance online.

In addition, the challenge is to transmit the message that this is not a fight that we need to take for one group: for Muslims, for Jews or Roma people or LGBT people, but we need to do it for a model of society that we want. In that sense, I think there might be several allies among the political community as well about a common message: that it is about a model of society based on non-discrimination, tolerance -that is at stake and we need to promote and protect in the future.

“We are all part of the same, plural society. I am personally non- Muslim, but I value a society where Muslims, or other groups, are living next to me and that the school of my children reflects such a mix”

Working specifically on Islamophobia, what do Muslims mean to you? What would you tell non-Muslim people who are afraid or spread hate?

For me it is quite simple: we are all part of the same, plural society. I am personally non- Muslim, but I value a society where Muslims, or other groups, are living next to me and that the school of my children reflects such a mix. The fact of not being part of the community makes me feel an even stronger responsibility: I devote my work to help transmitting the voices of groups that often are not heard, that often don’t have spaces in which they are represented and that don’t have access to policy making… hoping my work will soon not be needed anymore: it will mean more diversity, more tolerance.

While being Spanish Minister of Foreign Affairs, the socialist politician has expressed on more than one occasion his interest in tackling hatred and prejudice against Muslims, be it the 25 million Europeans who, it is estimated, follow this religion, or foreigners. There are two key statements he has made in this regard this year, which offer a hint to what his approach might be in regard to Islamophobia as the new head of European diplomacy:

>>> Follow Salam Plan- ‘journalism against hate’ on Twitter and Facebook<<<

1. “Islam did not arrived in a rubber boat (…). It is part of European culture,” he said at the opening of a series of conferences entitled “Dialogue on open societies”, promoted by his Ministry in Casa Árabe, a Spanish public institution whose missions include the fight against Islamophobia.

The minister underlined that day, on January 14 of this year, that Spain is the part of Europe where Islam has been most lasting and remains “alive in language, in architecture, in Spanish demography.” In Spain, Muslims make up 4% of the population, with about 2 million Muslims and 43% of these being Spanish.

For Borrell, it is the presence of more than seven centuries of Islam in Spain that grants its country part of its character of “exceptionality” that is adduced in Europe. He stressed: “We must integrate the Islamic factor in an appropiate measure. Yes, there is an Arab [and Muslim] pillar in the European culture.”

Borrell said in that conference as well that “in the face of closed and xenophobic visions, we must bet on an open society” and regretted that in Spain “there are emerging parties that want Muslims to be considered enemies who must be expelled from the country.”

2. “We are studying – because it seems reasonable to us [the Spanish Administration]- that Islamophobia, like anti-Semitism, is considered a manifestation of hatred towards other human beings and receives the same kind of condemnation.”

This was Borrell’s response to Salam Plan in a press conference, when this website asked him about the possible specific classification of Islamophobia in the Spanish Penal Code or the separate registration of Islamophobic hate crimes in the statistics, in line with what United Nations and international experts ask for. It was during a press conference offered by the Spanish Foreign Minister after meeting with the Secretary General of the Arab League, Ahmed Aboul Gheit, in Madrid last March.

“Together we have to share a fight against the messages of xenophobia, Islamophobia, anti-Semitism … in general against hate messages. Join our struggles against terrorism and extremism, common enemy, “he had previously declared.

The need to legally reflect Islamophobia separately is clear to both the UN and the OSCE or the editors of the European Report on Islamophobia. “It would be necessary to know in how many cases have been prosecuted hate crimes against the Muslim community [to] know the seriousness and extent of this problem,” UN special rapporteur on the rights of minorities, Fernand de Varennes, explained after visiting Spain in January.

The breakdown by ethnic and religious groups in statistics of hate crimes for him is “indispensable”. The rapporteur, did not want to give an opinion on the need or not to penalize specifically Islamophobia in the Spanish law on that date, as he recognized he needed to study the Spanish situation more in depth before drawing a conclusion on that respect.

>>> Follow Salam Plan- ‘journalism against hate’ on Twitter and Facebook<<<

All three of them live in Berlin. They are part of a team that is working to build the first great sacred place that will host three religions and all the others which want to take part, welcoming atheists or agnostics as well. The doors of ‘House of One‘ will be wide open to everyone.

>>> Follow Salam Plan- ‘journalism against hate’ on Twitter and Facebook<<<

“Every time I go to church, I think: ‘go back to the mosque,’ because I do not like church benches at all. It just seems super nice to sit on a rug, or lie down. I have already gone to mosques in which I have rested and in the church I find that it is often cold,” exemplifies Bohner, one of the pedagogical leaders of the House of One Foundation.

Her colleague Caliskan says: “Now I am studying the different schools of thoughts and traditions among the Jews, and the more you dig, the more comes out. I will prepare myself a scheme to have an overall perspective, but this wealth of traditions simply impresses me a lot“.

“Of course it is another religion and another tradition, but I understand it very well and I feel very close”

— Esther Hirsch

Hirsch, who belongs to the team of theologians responsible for the project, admits: “I can recognize very much of Judaism in Islam, in its thoughts, in the type of prayers … Of course it is another religion and another tradition, but I understand it very well and I feel very close,” admits Hirsch. She adds: “And about the Christians, I was surprised, because I thought I knew them very well, because I live here, in Germany, and there are more Christians than any other. But I also got to really know them thanks to the dialogue [between us]. And it seems very nice to me how they shape their community, how it’s a lot about doing things together and being together more than the theological aspect.”

Three temples united for a better co-existence

At House of One there will be a synagogue, a mosque and a church under the same roof, although in different rooms. They will be connected by a central hall to share celebrations, prayers, exhibitions, concerts and -above all, exchange ideas and get to know each other better. There will also be space for a café, a library, meeting rooms …

A 138-feet high tower will allow visitors – despite its discreet height – to have a panoramic view of downtown Berlin. And, if plans do not change, they will even be able to observe each one of the temples from above, since the ceilings will be glazed so that natural light illuminates the rooms completely.

“Light is something that unites the three religions, but also the meeting, a place to meet. [It is about] individual parishes being able to meet, but also having a meeting place in the center for everyone,” Bohner explains. “It is important that from the outside it is not recognizable whether it is a mosque, a church or a synagogue, so that we focus on what really matters: opening paths to the other,” adds Caliskan, who is also the pedagogical head of the plan. Another essential part of the project is that each sacred room will be open to visitors of other beliefs or without them, says Hirsch.

“It is important that from the outside it is not recognizable whether it is a mosque, a church or a synagogue, so that we focus on what really matters: opening paths to the other”

— Cagatay Caliskan

The project is being planned to the smallest detail of the building. Within each of the religions which were mentioned, there are different branches or schools of thoughts and there can be no issue left unresolved, because the aim is that everyone can feel at home while they coexist with people who do not think the same in some aspects.

Thus, for example, the mizbeaj (altar) of the synagogue will have to be movable, since for Jews it must have one or another location according to which school they belong to. In some cases they celebrate the prayer with the altar in the center of the room; in others, they need it next to the wall … Or in the case of Jews and Muslims, some prefer the prayer without separation between the gender and others need separated spaces. Or Protestants avoid religious images and decoration in their churches, while Catholics do prefer to celebrate their rites and faith with them.

There is so much detail to think about, that they keep on thinking about some details of the building. In fact, it was just recently when it was decided that the building would not have side windows, but that all the natural light would enter from the top. The last change in the architectural project has been to incorporate an independent access for women’s prayer in the mosque, as there are people who prefer it that way within the Muslim community, Caliskan explains.

This is how House of One will look like from the inside. © KuehnMalvezzi

Every option is respected

Every option is respected. And it is not easy to reflect that in a building. The Kuehn Malvezzi studio, which won the tender for its construction, works hand in hand with representatives of the interreligious foundation so that they do not miss anything. And they have no choice but to re-plan the building often or add aspects that had not previously been taken into account.

The foundation stone will not be laid until April 2020, but the building plot was already put at their disposal by the Berlin Administration more than ten years ago. It is not just another building site of the many that remain free in the heart of the city, which is still architecturally recovering from the post-war period and the fall of the Wall that separated the Germans.

Now, in the Petriplatz, very close to the emblematic television tower of the city, you can see the foundations of a church demolished by the GDR, on which that communist regime built a parking lot. The little ruin that was hidden underground belongs to the umpteenth reconstruction of the first church that appears in the historical documents of Berlin, when the city was getting born in the Middle Ages. When the regional Administration found these foundations on public land, it asked a nearby parish what they wanted to do with that place, since it had belonged to the church in the past.

“Actually, we have enough churches. We want to do something new. The social structure of Berlin has changed a lot: we have to involve other religions”

“Actually, we have enough churches. We want to do something new (…). The social structure of Berlin has changed a lot: we have to involve other religions,” they replied. And they looked for partners without even knowing exactly what to do with that piece of land at first. It was not the big institutions, but small parishes or movements that ended up coming together and devised a project of coexistence in peace that now takes shape. The ruins of the last church which was built on this spot will also be visible to everyone visiting the House of One.

Foundation ruins of the last church erected on the building site, near the TV tower. © Salam Plan

Antisemitism has risen 20% in Germany

This week the German Ministry of the Interior has published crime statistics related to political motivations. They include hate crimes and show that anti-Semitic crimes have amounted to almost 20%, with 1,800 registered cases. Islamophobia receded slightly, going from 1,075 crimes in 2017 to 910 in 2018. Christians in Germany have also been attacked for their beliefs, although in a much smaller proportion: 121 crimes registered in 2018 and 129 the previous year. These last two types of hate crimes are being measured since 2017.

Have they suffered any threat at House of One for their project? Nothing remarkable beyond some comments on social media, Caliskan says. His colleague Esther Hirsch acknowledges that the majority of hate messages are motivated, because the Muslim partner of the project is Forum Dialog, which belongs to the Hizmet movement, better known by the name of its leader, Fetthullah Gülen.

Since the attempted coup d’état against Erdogan in Turkey in 2016, his Government launched a persecution of all those Turkish citizens belonging to the movement or sympathizers of Gülen, as he considers them responsible for the attempt and has put them on the watch list of terrorists. These accusations -which in only a few cases have been brought to trial- meant the expulsion of thousands of judges, lawyers, professors and other professionals from their public positions. Turkey admits that it has kicked out 15,000 people, while Amnesty International assures there were 130,000 people, based on their requests to return to their job, according to Europa Press news agency.

House of One stays out of what it defines as a “political problem”. On the other hand, the project began long before that failed coup d’état. For the time being, it is the only bigger controversy that shadows them and they do not believe that their interreligious parish will generate rejection in the majority of the population. They consider that the more open they are to welcome everyone, the better they the acceptance will be and the better this place will work as a meeting space for people from different backgrounds.

Three spokespersons of the three religions working together to build House of one, before the building plot. © Salam Plan

Thanks to crowdfunding and subsidies

For now, they have collected almost 10 million euros only through private donors from all over the world – “really”, says Hirsch-, without accepting large donations from institutions or organizations. The latter ones have been rejected to maintain the neutrality of the project.

Another 10 million have been given by the Berlin region and 10 more have been obtained from the State. With another 10 million more, which they hope to get through more small donations, it will be enough to complete the project. And they take it for granted, that they will get the money they still need.

While they look forward to the laying of the foundation stone, with a countdown included on their website, they already promote their work for a peaceful coexistence from some nearby offices and another additional headquarters. Among other things, they receive student visits or organize common celebrations; the next one being a “common prayer for peace and religious freedom”, as reflected in article 4 of the German Constitution, now 70 years-old. It will be next Tuesday, 21st of May, at 5PM (for more details, click here). This time it will be in a church, but events vary and sometimes they happen in a library or in a mosque or anywhere they leave at their disposal.

House of One is not a project for Berlin, not even for the Germans. It is a project designed for people from all around the world. And surely, not only Berliners will be curious about it, but also the growing number of tourists visiting the German capital every year. In 2018 they broke their record, with 13.5 million visitors.

For the moment, those who want to have a look at Petriplatz will be able to observe the foundations of that church inherited from Berlin’s first days. But in a few years – they do not dare to commit themselves to a specific number – an ambitious interreligious parish will change the skyline of central Berlin.

Salam Plan has talked to this researcher of the international SETA think tank during his visit to Madrid where he presented the results of the report at Casa Árabe (Arab House), an institution which is part of the Foreign Affairs Ministry of Spain.
>>> Follow Salam Plan- ‘journalism against hate’ on Twitter and Facebook<<<

How do you feel some days after the New Zealand attacks happened? Do you think the international community has reacted as expected, as it should have done?

I feel saddened by this very tragic event, of course because of the lives which have been lost, some of them children. But at the same time, I feel saddened that this could have been prevented, if the necessary precautions had been taken before.

Why do I say this? Because this has happened before, with Anders Breivik in Norway, and this should have been a wake-up call for everybody of how far the far-right terrorism advanced, not only in Europe, but internationally. We see the results of this in the United States, the attack against a synagogue carried out by a far-right terrorist. And there were other attacks also against Muslims in Canada[, UK]…

“The security apparatus in Europe has to take this issue seriously, tackle the far-right radicalisation. This way we will prevent not only future attacks by the far-right but also future attacks by Daesh, because they are feeding each other”

If the necessary precautions had been taken against the far-right rise and the far-right radicalization had been taken seriously, I think this could have been prevented. Because, consider: if you are a radical Muslim and you are searching on the internet or watching the videos of Daesh [Arabic name for ISIS], you will be in trouble quite easily: the intelligence services will detect you. But this is not the case with the far-right. They operate more freely, and I think that’s why these attacks are happening. That doesn’t mean that you can prevent everything, because there will be some lone wolves all the time.

I hope the future attacks will be prevented, because the atmosphere is quite ripe for these attacks. Unfortunately, this might happen anywhere in Europe nowadays. I think the security apparatus in Europe has to take this issue seriously, tackle the far-right radicalisation. This way we will prevent not only future attacks by the far-right but also future attacks by Daesh, because they are feeding each other. After this attack [in New Zealand], Daesh called for fresh attacks against the West or the Christians. This is a vicious circle and innocent people are getting killed.

>>> You may also read: Attacks against mosques are more usual than you might think: they are committed by anti-Muslim terrorists and also by groups like ISIS <<<

You talk about security measures, but what about the discourse to help prevent this? You just mentioned Daesh itself called for revenge, but Daesh itself attacks Muslims.

Yes, the majority of the victims of Daesh are Muslims. After these attacks [in New Zealand] there were some calls, especially in Turkey [, where I am based]: some people would say we should call this “Christian terrorism”.

I objected this, and many people objected this, because this doesn’t have anything to do with Christianity. You can justify violence with anything. There are some radical Buddhists, and some radical Orthodox… that doesn’t mean we blame all the Christians. That is why we need to be really careful about the rhetoric, because the rhetoric makes this kind of attacks possible.

People would think ‘Islamophobia is only hate speech, what’s the problem? I don’t like Muslims’. But it’s not just the rhetoric. Rhetoric, with time, turns into action and creates violence. The rhetoric has to change and there is a need for a political acknowledgement of the problem.

“The problems with Islamophobia and the far-right need to be acknowledged. Unfortunately, mainstream politicians are adopting the far-right ideas and their narratives”

First Islamophobia has to be acknowledged as a problem; many of the European countries are refusing the fact that there is a problem with Islamophobia. Even the European Union has now a coordinator on anti-Muslim hatred, but not anti-Muslim racism or Islamophobia.

Also, the problem with the far-right needs to be acknowledged. Unfortunately, mainstream politicians are adopting the far-right ideas and their narratives, and they are reluctant to challenge the far-right directly.

In your report you mention that Islamophobia does not only affect far-right politicians, but the whole range of them. How come?

Mainstream politicians are now under a lot of pressure in Europe. They cannot find a solution to the far-right; the only solution they see is what happened in Austria. The Christian democratic party ÖVP were a mainstream, reasonable party with a long tradition, but when the far-right started rising, they chose a young leader, [Sebastian] Kurz. He has muted his party more to the far-right. That was his solution to the problem, and he has become now a kind of the far-right leader. And that’s replicating itself in other European countries.

Now the three secret services in Austria are in the hands of the far-right [Government ally, Heinz- Christian] Strache.

For a certain amount of time the politicians were silent about the problem and at a certain point, they realized it’s unstoppable. (…) Islamophobia we find it also in the left party, in the Christian democrats… it has become a new form of racism that is acceptable to people.

“Islamophobia has become a new form of racism that is acceptable to people. We have far-right Islamophobia, but we also have Liberalist Islamophobia and Leftist Islamophobia”

May you give some examples?

Some people in the Green Party [in Germany] are calling for the headscarf ban. Or the former candidate of CDU, Friedrich Merz, said “We cannot allow Muslim children to get indoctrinated in Q’ran schools”.

Of course, we have far-right Islamophobia, but we also have Liberalist Islamophobia and Leftist Islamophobia.

Many feminists are in favour of banning the headscarf by saying ‘we are empowering the Muslim women’. Ok, there might be some Muslim women, youngsters, who may be forced by their families, but the overwhelming majority of them are choosing it by their own will. In France they are not allowed to study at the universities. Is this empowering women?

>>> You may read: Muslim European women claim their place in feminism<<<

In Spain now there is much of a debate going on whether the conservative Popular Party and liberal Ciudadanos should establish a cordon-sanitaire against far-right Vox in the next general election.

I think they should [establish a cordon sanitaire]. The cordon sanitaire [in Europe] was there, but it has disappeared. Look at the Austrian example. In the year 2000 [far-right leader] Jörg Haider became part of the [governing] coalition with his party. There was a big outcry in Europe, there was a diplomatic embargo against Austria.

” The ‘cordon sanitaire’ in Europe was there, but it has disappeared. Islamophobia is a threat to the democratic foundations of Europe”

Today, his party is again part of the coalition in a much stronger way. Nobody says a thing. The cordon sanitaire has disappeared. Why? Because of the Islamophobic narrative and discourse. If this is the problem of Muslims, I think everybody needs to rethink about it. If you let the far-right become normalized, it will just ruin the European Union. So, who is going to lose from this? Muslims? Not only. Islamophobia is a threat to the democratic foundations of Europe. We see the results. I hope New Zealand is a wake-up call for measures to be taken (…).

We need courageous leaders and civil society activists to tackle this problem. But many people think Islamophobia is a Muslims problem, it’s not our problem. Well, I don’t think so. If you allow this fire burn here, it will affect others (…).

Common people might have a prejudice against Islam and Muslims and common people in Turkey also have prejudices against Germans or Christians. This has to be tackled, of course, (but) that’s normal. The problem starts when this starts to become a policy and made into law, based on these notions of segregating people. We are talking more of a political problem.

>>> You may also read: Alicia and Aladdin, the beautiful love story of a Catholic and a Muslim<<<

In your report you call for Islamophobia to be approached in the laws, just like the UN and OSCE ask. But from what you are telling me, it doesn’t seem this could become real any time soon.

No, I don’t think so. There is a strong opposition. Islamophobes say Islamophobia is a combat term developed by Islamists to reject any kind of criticism against Islam. Of course, we can critize Muslims and Islam, but the important thing is how we do this.

Why do you think it is so important that Islamophobia is put on paper, what would it help?

It would mean that the problem is acknowledged, it would help to record Islamophobic hate crime into a separate category. We would have statistics of what is going on the streets in terms of hate speech and attacks against Muslims and then we can talk about the problem. But if you don’t acknowledge the problem politically, then you are not willing to tackle the problem (…) and no actions are taken against this.

“Of course, we can critize Muslims and Islam. Common people might have a prejudice against Islam and in Turkey also against Christians. This has to be tackled, but the problem starts when this becomes a policy and turns into law”

According to a European survey promoted by the European Union and mentioned in your report, 12% of Muslims have reported discrimination to the authorities. Do you think that number is according to reality?

I think that’s only the tip of the iceberg. In Germany, we have 900 cases reported to the police. Many Muslims are not really reporting these cases to the police in Europe. First, many are not aware of the reporting mechanisms. Second, they might be socially isolated or very close to the people who are attacking them: the employer, teacher… Also, they are not really trusting the authorities due to fear that they will not be taken seriously, which happens.

In that survey it also came out 76% of Muslims feel attached to the country they live in. Well, I guess it’s because in many cases -may be most of them- it is because it is their own country, isn’t it? And there is always this idea of talking about Muslims as strangers or foreigners.

This is the main notion you hear: Muslims are living in ghettos, they’re not integrated, they’re not part of the society… well, look at the numbers. We are talking about 3rd and 4th generations living in Europe, they’re already European Muslims.

Which country would you say is the more Islamophobic European country?

It is really difficult to assess, we need to establish criteria. We’re just at the beginning of the process of uncovering the problem. I can tell the situation in France is quite bad for Muslims, in terms of political representation, which is quite low compared with the population. They’re not represented.

The rhetoric in Hungary and the Czech Republic is really radical against Muslims and there are almost no Muslims there, it’s like 0.001% of the population. But if you look at the rhetoric of the leaders of those countries it is as if next day the Muslims will take over Hungary or the Czech Republic.

You are presenting the third annual report on European Islamophobia and in June you will present the next one. Have you noticed a rise in these years?

What we’re seeing is that there are more violent attacks against Muslims. There is a case in Czech Republic, where a far-right person has tried to fake a terror attack against Czechs, he cut down trees on train lines twice and then he wrote fake letters in Arabic in order to fake a Daesh attack. He was arrested but was given a really minor sentence in the Court, because he had to take medicines for his high blood-pressure problem and that might affect his ability to think. That does also show the legal aspect of this issue.

“There are worrying signs that the far-right is increasing its activity to carry out attacks. The far-right is organized, there are training camps in Russia and Ukraine. There might be more terror attacks against Muslims in Europe”

There are worrying signs that the far-right is increasing its activity to carry out attacks. And that’s why I say, and I warn that there might be more (terror) attacks against Muslims in Europe and precautions must be taken.

So Muslims cannot feel safe in Europe?

The don’t already after what happened in New Zealand. It might happen everywhere.

It already happened in Europe as well but in a lower scale when it comes to the number of victims. In the UK there were two terror attacks against mosques…

Atmosphere is ripe, the infrastructure is there, far-right is organized, there are training camps in Russia and Ukraine… It’s just a matter of time.

That’s scary.

It is scary, yes.

“We cannot compromise on democracy, rule of law, freedom of press, academic freedom or minorities rights. And anti-EU rhetoric is unacceptable. The divergences between EPP and Fidesz must cease”

— EPP president, Joseph Daul

Fidesz leader and Hungary’s prime minister, Viktor Orbán, has equaled Muslims with terrorists in the past and has warned of a supposed “invasion” of refugees or Muslim migrants to Hungary. This, despite the fact that when the refugee crisis broke out, people who passed through the Magyar country before its Government erected fences in the middle of the European Union, in reality they were only passing through, on the way to a safer destination, like Germany.

Press freedom has been seriously jeopardized in Hungary, after the mainstream media have been taken by magnates and people related to the Hungarian Government, as Salam Plan detailed in this information. NGOs have also been the target of raids and Fidesz has been gaining strength as the former conservative party retrained into the new far right, even more radical than what until recently was the extreme right of the country, Jobbik, today second party most voted there.

>>> You may also read: This is why hate speech is so successful in Hungary<<<

Following the request of 13 members parties, the European People’s Party voted to suspend Fidesz “until further notice”. There were 190 votes in favour of the suspension; only 3 against.

The suspension entails that Fidesz will no longer be present at any party meeting, nor have speaking time, nor voting rights, nor the right to propose candidates for posts.

An Evaluation Committee will be monitoring Fidesz’s implementation of the conditions agreed. The body will be chaired by former president of the European Council and former prime minister of Belgium, Herman Van Rompuy and composed of former European Parliament President Hans-Gert Pöttering (Germany) and former chancellor Wolfgang Schüssel (Austria). They will present their report to the EPP Presidency “in due course”, an EPP press statement reads.

“Islamophobia is rooted in racism and is a type of racism that targets expressions of muslimness or perceived muslimness.” This definition is the result of half a year of investigation and consultation directed by the All-Party Parliamentary Group (APPG) on British Muslims.

“There is a desirability of criticism, debate and free discussion of Islam as a religion by Muslims and non-Muslim participants in the inquiry”

Throughout that time, the group has consulted academics from at least 15 universities -including Oxford or Sussex-, Muslim organisations – like Tell Mama or Runnymede Trust– and local Muslim communities, lawyers and police about their experiences of Islamophobia and how it should be defined. The reason? To be able to address and better tackle a type of hate crime with a common “working” ground after “twenty years of debate” on anti-Muslim hatred.

“For too many members of our Muslim community Islamophobia is an everyday experience. Let’s get this definition agreed and then let’s eradicate Islamophobia,” Conservative MP Anna Soubry, cochair of the APPG, tweeted on Tuesday, when the report was launched. “Islamophobia isn’t just anti-Muslim hatred. It’s about everyday discrimination that takes place (…). It can be deliberate or unconscious bias,” Labour MP and also cochair of the APPG, Wes Streeting, wrote.

>>> Follow Salam Plan- ‘journalism against hate’ on Twitter and Facebook <<<

Islamophobia is not always an accepted concept as some people argue it does limit freedom of speech and does impede criticism against Islam and Muslim people. “Let us be clear,”the report says on this respect, “the aim of establishing a working definition of Islamophobia has neither been motivated by nor is intended to curtail free speech or criticism of Islam as a religion”. It goes on stating there is a “desirability of criticism, debate and free discussion of Islam as a religion by Muslims and non-Muslim participants in the inquiry” and it establishes the limits when it “den(ies) or impair(s) their fundamental freedoms and human rights”.

Besides, the document argues “the explanatory notes provided under the IHRA [International Holocaust Remembrance Alliance] definition of anti-Semitism could, in all fairness, be adopted in their entirety to Islamophobia”.

“The explanatory notes provided under the International Holocaust Remembrance Alliance’s definition of anti-Semitism could, in all fairness, be adopted in their entirety to Islamophobia”

The report gives various examples of Islamophobia which have been on the news in the UK, ranging from violent attacks to the promotion of them or taking discriminatory measures:

a man who tried to kill a Muslim woman and a 12-year-old Muslim girl because he considered them responsible for terror attacks;

the “Punish a Muslim day” letters which were sent out to promote attacks on Muslims;

motorists having to pay £1,000 more to insure their vehicles “if their name is Mohammed”.

While an Ipsos Mori survey “found that the majority of Muslims believe Islam is compatible with the British way of life, a separate survey of the wider population by polling firm YouGov, found that 46% thought there was a ‘fundamental clash between Islam and the values of British society’,” The Independent reported.

Ilhan Omar y Rashida Tlaib have made history in these Midterm elections in the United States by becoming the first two Muslim women to be elected to Congress. The first one arrived as a Somali refugee at the age of 8 after fleeing the civil war in her native country; the second, was born in Detroit as the daughter of Palestinian immigrants.

“When people ask me who my biggest opponent is, I don’t give a name— I tell them the truth— it’s Islamophobia, Racism, Patriarchy, Xenophobia and Misogyny. We can’t let them win,” said Ilhan Omar at the Muslim American Society convention.

“As I watch what is happening in this country and with this administration, I can’t believe the lack of panic”, she confessed to Elle magazine. This 34 year-old public servant arrived at the States when she was 12, after having spent four years in a Kenian refugee camp. She is not only one of the two first Muslim women to arrive in Congress but also the first Somali-American to do so, plus the first one wearing a hijab. She made it after just two years as legislator in Minneapolis.

The youth has apparently been key to her success. Almost half of her constituents are aged under 24, she explained in an interview on MSNBC. During the campaign she met with them to listen to their aspirations and worries, and went from door to door to ask for their support until the last moment.

“When people ask me who my biggest opponent is, I don’t give a name— I tell them the truth— it’s Islamophobia, Racism, Patriarchy, Xenophobia and Misogyny. We can’t let them win”

— Ilhan Omar, Congress Rep. for Minnesota’s 5th District

Rashida Tlaib is a 42 year-old lawyer who defines herself as a “social worker at heart”. She does indeed give a name to fight: Donald Trump. She focuses her present fight on him and his message. Once, when the president of the United States, went to an event in Detroit, she stood up and screamed asking him: “Have you ever red the US Constitution? You need to read the US Constitution!”

“He can ban us from coming into the country, but he can’t ban us from getting elected to U.S. Congress”, she said to Marie- Claire magazine during the campaign.

>>> Follow Salam Plan- ‘journalism against hate’ on Twitter and Facebook <<<

In a campaign video she was wearing a T-shirt which read “Mums against Trump” and she explained that was “the spirit of why we are doing this”.

“Me being elected is a big message to the whole country: that we are part of the government, we are part of the country and that we wanna give back, just like anyone else”, Tlaib told in an interview on CBS.

It is a specially relevant message the one Tlaib and Omar are sending with their election, taking into account that immigration has been the key issue of Trump’s campaign with Republican candidates. Even its beloved Fox News channel did not was to broadcast a spot where he criminalized the hundreds of people crossing Central America fleeing from violence and poverty in their countries (mainly Honduras) with the hope to get to the US.

Tlaib’s victory is even more significant, due to her Palestinian origin and given that president Trump just recently moved the US Embassy in Israel from Tel Aviv to Jerusalem. That way he broke with decades of global diplomacy which had avoided to take part in the dispute about the capital city of Palestinians and Israelis.

“Me being elected is a big message to the whole country: that we are part of the government, we are part of the country and that we wanna give back, just like anyone else”

Both Tlaib and Omar belong are Democrats and have social-progressive views. They advocate for rights like public education, health care for everybody, better environment policies or the defence of minorities, such as LBGT or immigrants.

Omar will replace Keith Ellison, who was the first Muslim elected to Congress and who is currently the Democrat candidate for attorney general. Tlaib will sit on Democrat Rep. John Conyers, who resigned after sexual-harrassment allegations. Her victory was a given, as no Republican candidate presented himself in her district.

These Midterm Elections of November 6th have marked a record of Muslim candidates in response to the anti-Muslim policy and discourse of Donald Trump Associated Press reported. This time there were almost 100 Muslim candidates, as opposed to 2016, when there were about a dozen.

Lebanon has 18 different religions officially recognized, half of the population are Muslims and about another 40% is built by Christian communities.

The country went through a long civil war which lasted from 1975 to 1990 and, although it still faces many challenges, it is often mentioned as an example where different religions have been coexisting for decades. In recent years, it has also become the country with the highest concentration per capita of refugees in the world, due to the war in neighbouring Syria.

Fadi Daou is a Maronite Catholic priest in Lebanon, where he chairs the Adyan Foundation, ‘adyan’ meaning ‘religions’. With a team of people from different faiths, the Foundation works to improve the interreligious understanding in the country and worldwide. Daou has contributed to international policymaking speaking at the United Nations, the European Parliament and to the Arab League. Salam Plan talked with him during his recent stay in Madrid this week to take part in a seminar on Lebanon at the cultural centre Casa Árabe.

Lebanon is many times mentioned as an example of coexistence of religions. Is there a real together living or does every community rather stay within the group they belong to?

When we say coexistence it’s about managing the plural identity of the Lebanese society in a positive way: on the cultural, legal level and political levels.

Lebanon has officially 12 Christian communities, 5 Muslim and one Jewish community that are officially recognized by the Constitution. Of course, there is also the freedom of religion and the existence of other religions, but these are the historical ones in Lebanon.

So when we speak about coexistence, definitely we are speaking about an inclusive way of living together without the domination of one party over others. This is a very delicate balance, which Lebanon kept searching throughout its history and it ended up in the civil war. Today Lebanon is looking again to redefine this balance.

“When we speak about coexistence, we are speaking about an inclusive way of living together without the domination of one party over others”

Would you say this balance is currently working?

This balance is never working 100%, no. It’s always somewhere between 50% and 100%. Today we have some major challenges. One of them comes from the consequences of the civil war, where we had direct conflict from people of different communities. Now the communities are more segregated than before , so we are fighting stereotypes, healing wounds and also building knowledge through education to ensure that the Lebanese society is attached to its shared values before the conflict.

Another challenge is the huge number of refugees living in Lebanon. We see today how much the refugee and immigration issue is challenging Europe, although the proportion of refugees is really non-significant in comparison to what is happening in Lebanon. You have less than 1% of refugees compared to the European population, whereas in Lebanon we have more than 30%. It’s challenging, but at least we are avoiding that it generates conflict, although it is being sometimes used in populist political discourse. But, globally, the Lebanese society demonstrated a huge capacity of hospitality and solidarity.

Other type of challenges are more on the legal level, where we are trying to enhance this situation based on real equality and respect of human dignity and human rights for all citizens.

Lebanon hosts around 1.5 million refugees in a country of 4.5 million Lebanese people. The majority of refugees are Syrians and there are also Palestinians. What lessons can Europe learn from Lebanon about hosting refugees?

I would say, first it is to fight and refuse all political manipulation, because the refugee situation is always a humanitarian and humanistic situation and not at all an ideological and political one. Sometimes politicians in Europe are raising the fear among the population, saying for example that “we are being invaded” by people from outside Europe or by Muslims… All these discourses are definitely against the fundamentals of human rights, which make Europe what it is. The richness of Europe is because it is a space where, we believe, it respects human rights and dignity.

“Europe should not be afraid from the changes which are already happening and its new plural identity. Today all societies are diverse and it should be dealt with in a very realistic way”

The second lesson, is our responsibility of solidarity between each other. We don’t know when we will have to leave. Thirdly and finally, Europe should not be afraid from the changes which are already happening and its new plural identity. Many European societies were used to think themselves as one cultural identity, but today all societies are diverse and they will become more and more diverse. It should be dealt with in a very realistic way.

Diversity is a resource of richness. My Foundation uses the slogan “Diversity builds unity”. The challenge is not to try to stop diversity or the fear of otherness, the challenge is how to make of this diversity a resource of richness and unity in society.

The arguments you are giving don’t seem to convince any of the voters of the European politicians you were talking about, so I was hoping you could tell me something really practical which you would apply for diversity to work.

The first example would be to make people need each other and work with each other and collaborate to face their common problems. We are working to avoid segregation.

On an educational level, [you need] to know each other, because ignorance is a source of fear.

There is another aspect related to Islam. It is important to promote the discourse of Muslim thinkers, scholars and public figures who totally endorse human rights standards and an inclusive approach of living together. Give them a voice. It also can help Europeans to see Islam is also diverse. It has its own challenges and problems, but there are many Muslims who are working on this and they deserve support.

“The laicism of France is not at all my model. I advocate for an inclusive model based on a secular political system, respecting diversity as well as the freedom and richness of each community”

You advocate for the separation of religion from politics. Would the laicism of France be your model?

Not at all. In fact, I don’t advocate for a separation, I advocate for an inclusive citizenship, which means that religion should not be the framework of living together. We need to establish a citizenship system that can recognize the diversity of religions but prevent religious authorities from interfering in politics.

It’s not the French model, it’s more an inclusive model based on a secular political system, but a system that is also inclusive to all diversity, respecting the freedom but also respecting the richness of each community and what it brings to societies.

Some people argue Islam cannot be democratic. What do you think?

Those people lack a historic perspective of democracy, because in the 19th century Christianity and Catholicism were against democracy too. Any stigmatisation saying that Islam is not compatible with democracy is completely unrealistic, it’s not true. There are very good Muslims democrats in Lebanon and there are also Muslims who are against democracy.

“Any stigmatisation saying that Islam is not compatible with democracy is completely untrue. Some populist parties in Europe are against the values of democracy”

But I think some [non-Muslim] extremists here and even Europe, some populist parties are themselves against the values of democracy. It is true in many Muslim societies today that democracy is a challenge, but it is not about Islam, it is about interests and politics. The young generations are striving to build democracy in their countries.

So, I don’t think there is a religion which is more democratic than others; it’s about culture, about people, about the value system.

Do you think the rise of policies against Muslims in Europe and the United States are announcing a new form of Nazism?

I hope not. I think these waves of populism and extreme right parties are too serious not to be taken into consideration. It can one day lead to totalitarianism. We should remember that Hitler arrived to power democratically. The Western countries have to be very careful about this.

Timmermans hosted a meeting on Monday with eight spokespeople for religious organizations from across the EU, ranging from the Church of Greece to the Conference of European Rabbis. The imam of ‘El Fath’ mosque in Gent (Belgium), Khalid Benhaddou, who has been awarded with a Human Rights prize in his country, attended the meeting as representative of the European Muslims.

“Europe is home to people of many faiths, and every European has the right to practice his or her faith in peace and security. The European Commission will continue to stand up and speak up against any discrimination or attacks that their communities might face,” Timmermans said.

“While we may worship in different ways, our values are universal, including our commitment to democracy and equality”

The European Commission has sent a message of unity within the religious diversity which exists across the 28 countries of the European Union. Timmermans stuck for the democratic character all religions in Europe have. “While we may worship in different ways, our values are universal, including our commitment to democracy and equality.”

Participants at the meeting discussed how the EU is addressing “migration, social integration and the sustainability of our way of life”. These are the “main policy challenges Europe faces” ahead the European Parliament elections next May, according to the European Commission.

This was the 14th annual high-level meeting with religious leaders organised by the Commission. Since 2009, the dialogue with churches, religions, philosophical and non-confessional organisations is enshrined in the Lisbon Treaty (Article 17 of the Treaty on the Functioning of the European Union).

Police are looking into it as a hate crime due to reports of Islamophobic insults. Investigators do not treat it as terrorism because the alleged perpetrators were four occupants of the car who had been apparently whiling away at the spot before being asked to leave.

Three people have “minor injuries”, police said. One of them remains in hospital: a man in his fifties who is being treated for a serious leg injury.

The victims had been attending an evening programme at the islamic Hussaini Association in Cricklewood (North West London) last night. The car “mounted the pavement” and hit a “crowd of Muslims” while shouting “islamophobic insults“, the Association and Muslim Council of Britain have explained in different press releases. They were “indiscriminately mown down”, the Hussaini Association stated while adding it was “premeditated Islamophobic attack”.

“Promoting dialogue and understanding between the different communities and faiths in the UK” is precisely the “mission statement” of this non-profit organization. “We are in deep shock at such an attack taking place on our community but remain proud to live in a diverse and tolerant society and, as such, we remain unintimidated,” spokespersons for the Hussaini Association said.

The car -a red Nissan Juke, according to eyewitnesses cited by the Hussaini Association- and its occupants are being sought by police. No arrests have been made.

Anyone with information concerning the car involved or the occupants is requested to call Brent CID on 07747 476 161 or 101 quoting CAD 150/29 Sept or Crimestoppers anonymously on 0800 555 111, police has asked. You can also tweet police via @MetCC.

How it happened and why it is not treated as terrorism

“This incident is not being treated as terror related but the hate crime aspect of the collision is being looked at by detectives as an aggravating factor,” police explained in a statement. DS Kelly Schonhage from Brent CID said: “We are treating this incident very seriously and a number of enquiries are underway to trace the car and those involved. Enquiries into the full circumstances of the collision are ongoing.”

These are the circumstances investigators have established for now:

“Approximately at 00:20hrs security at the community centre were informed of occupants in a car behaving anti-socially, drinking and allegedly using drugs. The occupants of the car – three males and a woman all aged in their mid-twenties – were asked to leave the private car park.

The car then drove near the centre and the occupants were involved in a confrontation with a large group of people visiting the centre. Words were exchanged and comments of an Islamophobic nature were allegedly made by the group in the car.

The car then reportedly sustained minor damage by some of those outside the centre. It proceeded to make off at speed colliding with three individuals as it left. The car and its occupants who failed to stop and injured three people are being sought by police”.

The Hussaini Association claims the consequences could have been much worse as a number of “volunteers bravely stood between the speeding vehicle and patrons heading home.” The Association thinks this “potentially saved the lives of dozens of innocent people”.

Tell Mama organization which works against islamophobia in the UK has tweeted: “Rest assured that we are monitoring this situation closely and working with the relevant agencies. We will provide updates in due course.”

The Islamic Human Rights Commission (IHRC) said in a statement the “anti Muslim hit and run attack highlights police indifference”. IHRC is calling on the police “to do more to protect Muslims from Islamophobic attacks outside their places of worship”.
