>>> Follow Salam Plan- ‘journalism to understand each other’ on Twitter and Facebook<<<

Ramia Chaoui does not want to go alone to the demonstration of this International Women’s Day in her city, Barcelona (Spain). But not only because it is more pleasant to attend in good company, but because she knows that she will be exposed to contempt or worse by some non-Muslim women. This happened last year to other Muslims like her who took to the streets to demand equality for women.

This time they have organized themselves in advance to go together and create what Chaoui calls a “safe space”. “Among all the things that affect me as a woman, like the rest, I also want to claim my presence on the streets and my space and my place”, this insurance consultant and Youtuber, better known as Ramia Schannel on social media, explains.

“Feminism is not having one [unique] conception of being a woman but rather granting women the ability to be anything they want and to give them the opportunities to make the choices for themselves”

— Hajar El Jahidi, European Forum of Muslim Women

“Feminism is not having one [unique] conception of being a woman but rather granting women the ability to be anything they want and to give them the opportunities to make the choices for themselves”, says the advocacy coordinator of the European Forum of Muslim Women based in Brussels, Hajar El Jahidi.

This Canadian-Morrocan woman makes clear that the situation described by Ramia Chaoui is not an exception: “There are feminist groups that often forget or exclude minority groups such as women of color or religious minorities.” Jahidi assures that “we are impacted by gender inequality the same way as other women”, in addition to facing discrimination because of their faith.

“The feminist movement in Greece has tried to impose another oppression, telling us what we should do and what not”

— Anna Stamou, Muslim Association of Greece

Anna Stamou is director of an export and import company in Athens. She is also the marketing director of the Muslim Association of Greece. “All women, regardless of their religion or ideology, have been discriminated against the men priority,” she recalls and asks for unity for women.

Stamou does not feel identified with the feminist movement in her country, though, because she says that “they have tried to impose another oppression, telling us what we should do and what not. The feminist movement in my country considers Muslim women oppressed, brainwashed and unable to form their own opinion.” Even so, this 8th of March she will participate in the mobilizations and the strike for the International Women’s Day, to stand up for women’s equality rights.

>>> You may also read: Muslim and feminist? These women show it is possible<<<

Neither submissive nor stupid

It is the demand for equality that Muslim women ask not only towards men, but towards some non-Muslim women who insult them or believe that they can not be feminists. They repeat for the umpteenth time that the veil or hijab is a personal and religious option. They do also condemn those policies in countries where women are forced to wear it.

The recently appointed High Representative of the UN Alliance of Civilizations (UNAOC), Miguel Ángel Moratinos, even highlighted this week on Twitter that in his fight for equality for women he will also include “the perception of Muslim women.”

During my tenure at @UNAOC, I aim to add a fifth pillar: Women. The perception of Muslim women, violence against women globally, and women empowerment are all areas that I would like to bring to the table. #WomensDay #WomensHistoryMonth #GenderEquality

— Miguel Ángel Moratinos (@MiguelMoratinos) 6 de marzo de 2019

“I do not accept that other women educate me, because I believe that I have enough tools, knowledge and critical thinking for me to rethink myself the questions of how I choose to lead my life and my spirituality,” explains Chaoui, from Barcelona.

“I do not accept that other women educate me, because I believe that I have enough tools, knowledge and critical thinking for me to rethink myself the questions of how I choose to lead my life and my spirituality”

— Ramia Chaoui, assurance consultant

The chairperson of the Citizen Platform Against Islamophobia and CEO of the Halal Institute in Spain, Isabel Romero, says that “of course” she takes part in the feminist strike and will be demonstrating. She asks “to leave us alone with what we wear or what we do not wear. If there are Muslim women who decide to cover themselves with the hijab, because they think that is part of their religious commitment, they are not hurting anyone.” By the way, she does not wear a headscarf.

Not dressing with a veil, the discrimination suffered by Romero is minor, she admits. But the tables turn when others learn about their faith: “I have been a professional for many years and at the moment in which I identify myself as a Muslim woman, it seems that I can only comment from that axis (and) it seems that I cannot give an opinion on economy, society or anything, just because I am Muslim.”

“I have been a professional for many years and at the moment I identify myself as a Muslim woman, it seems that I cannot give an opinion on economy, society or anything”

— Isabel Romero, Citizen Platform Against Islamophobia

Faced with the image of a submissive woman, Romero emphasizes that different rights of women such as divorce or inheritance have already been established in the Quran. The Islamologist and professor of the University of Barcelona, Dolors Bramon, who is not a Muslim, also considers that the sacred book of Islam was revolutionary for women’s rights. She explains it in her book Ser mujer y musulmana (Being a Woman and Muslim) (Ed. Bellaterra) and explained it HERE on Salam Plan.

Aurora Ali is secretary general of the Muslim Association for Human Rights, based in Spain. “Muslim women are not clothes”, she answers to those who believe that headscarf and feminism are not compatible. “Wearing the hijab right now is an act of bravery, a feminist claim, because ‘it is my faith and I am going to wear it and I decide on my body’, ” she claims. Like Romero, she recognizes that on the street she has the “privilege” of not being an object of hatred because she is Muslim, since she has chosen not to wear hijab.

“As soon as they see that you are a Muslim woman the hate speech is directly the typical one of: ‘your country’, ‘in Saudi Arabia’, ‘in Iran’ … Then the attacks follow and then the terrorist insult, after [calling you] ‘submissive'”

— Aurora Ali, Muslim Association for Human Rights

She says that she has suffered the so-called “gender Islamophobia” on social media. “As soon as they see that you are a woman, you are a Muslim, then the hate speech is directly the typical one of: ‘your country’, ‘in Saudi Arabia’, ‘in Iran’ … Tatata, tatata”, she lists with glut. And she adds: “They start with this, then the attacks follow and then the terrorist insult usually comes, after [calling you] ‘submissive’. And this happens to virtually every woman who is visibly Muslim in their social networks. ”

She confesses that it is precisely that comparison of Muslims to terrorists the insult that has hurt her most, but not when getting it on Twitter or Facebook, but from the Administration in training courses against violent radicalization and terrorism. She cannot go into detail on this, due to a confidentiality clause she signed.

Double glass ceiling

Equality, equality, equality. It is the concept cited by all these women when asked about their claim this International Women’s Day. They also fight for the empowerment of women, the end of the so-called “patriarchy“, against glass ceilings to reach high positions or the discrimination in the labor market, in society … struggles equal to those of other feminists which for Muslim women sometimes become double as difficult, though.

The most common discrimination that visibly Muslim women -meaning the ones who wear a headscarf- face twofold is found in the labor market, according to several interviewees of this article and data which confirm that.

“The real fight for social justice exists when we fight for another human’s rights even if we don’t agree with or understand them”

— Hajar El Jahidi, European Forum of Muslim Women

Women wearing a headscart in the photo of their CV only received an invitation to a job interview in 3% of cases in Germany, according to a study on “Forgotten women” carried out in 2016 in eight European countries by the European Network Against Racism (ENAR). In Belgium, 44% of employers admitted that wearing a hijab could negatively influence the candidate’s selection.

Faced with incomprehension or rejection of Islamic feminism, the spokesperson of the European Forum of Muslim Women Hajar El Jahidi asks not to be marginalized: “The real fight for social justice exists when we fight for another human’s rights even if we don’t agree with or understand them.”

“It’s time for women especially to come together a lot more, to stand together in solidarity against all of these issues and not just speak but to act together and stand up for each other,” executive director of the Islamic Society of Britain, Julie Siddiqi, has asked on a video released by the British NGO Tell Mama. European Muslim women also want equality… and inclusion in the feminism movement.

>>> Follow Salam Plan- ‘journalism to understand each other’ on Twitter and Facebook<<<

European Commission vice-president Frans Timmermans has asked representatives of the different European religions to actively take part in the political process ahead of European elections next year.

Timmermans hosted a meeting on Monday with eight spokespeople for religious organizations from across the EU, ranging from the Church of Greece to the Conference of European Rabbis. The imam of ‘El Fath’ mosque in Gent (Belgium), Khalid Benhaddou, who has been awarded with a Human Rights prize in his country, attended the meeting as representative of the European Muslims.

“Europe is home to people of many faiths, and every European has the right to practice his or her faith in peace and security. The European Commission will continue to stand up and speak up against any discrimination or attacks that their communities might face,” Timmermans said.

“While we may worship in different ways, our values are universal, including our commitment to democracy and equality”

The European Commission has sent a message of unity within the religious diversity which exists across the 28 countries of the European Union. Timmermans stuck for the democratic character all religions in Europe have. “While we may worship in different ways, our values are universal, including our commitment to democracy and equality.”

Participants at the meeting discussed how the EU is addressing “migration, social integration and the sustainability of our way of life”. These are the “main policy challenges Europe faces” ahead the European Parliament elections next May, according to the European Commission.

>>> Follow Salam Plan- ‘journalism against hate’ on Twitter and Facebook<<<

This was the 14th annual high-level meeting with religious leaders organised by the Commission. Since 2009, the dialogue with churches, religions, philosophical and non-confessional organisations is enshrined in the Lisbon Treaty (Article 17 of the Treaty on the Functioning of the European Union).

The religious leaders who took part are:

Metropolitan ATHANASIOS of Achaia, Permanent Representative of the Church of Greece to the European Union

Imam Khalid BENHADDOU, El Fath mosque, Gent, Belgium

Bishop Mariano CROCIATA, Bishop of Latina, First Vice-President of the Bishops’ Conferences of the European Union (COMECE)

Rabbi Albert GUIGUI, Chief Rabbi of Brussels and Permanent Representative at Conference of European Rabbis

Bishop Antoine HEROUARD, Auxiliary Bishop of Lille, President of the Commission on Social Affairs of the Bishops’ Conferences of the European Union (COMECE)

Bishop Robert INNES, Anglican Bishop in Europe

Dr. Frank JULY, President Bishop of Wuerttemberg, Evangelische Kirche in Deutschland (EKD), President of the EKD Commission on Europe

Its ‘news’ agency Amaq, considered the main mouthpiece of the terrorist organization, is among those knocked down offline by an international counter-terrorism operation.

Eight countries coordinated by Europol have simultaneously disabled the main propaganda media of Daesh. The servers that the terrorists had in the Netherlands, Canada and the United States have been seized. In Bulgaria, Romania and France, police have also seized digital evidence. The United Kingdom was acted against top-level webdomains used by the self-described ‘Islamic State’ or ISIS.

“Targeting major IS-branded media outlets like Amaq, but also al-Bayan radio, Halumu and Nashir news, IS’s capability to broadcast and publicise terrorist material has been compromised”, Europol assures in a press release.

“With this ground-breaking operation we have punched a big hole in the capability of IS to spread propaganda online and radicalise young people in Europe,” Rob Wainwright, executive director of Europol, said. “Daesh is no longer just losing territory on the ground – but also online,” said Dimitris Avramopoulos, European Commissioner for Migration, Internal Affairs and Citizenship.

“With this ground-breaking operation we have punched a big hole in the capability of IS to spread propaganda online and radicalise young people in Europe”

Amaq is the way the terrorist group usually claims attacks, although until July 2017 it did not recognize the ‘news’ agency as its own. Europol explains that Amaq had its own software since 2015 and “developed highly resilient online infrastructure hosting”. Since December 2017, all of Daesh’s propaganda is available in at least nine languages, as well as a wide range of digital services, such as mailed propaganda.

A Spanish track was key

Spain has not been directly involved in this international operation, which took place between April 25 and 26 and has been announced this Friday. But it was the Guardia Civil, the military-police force in Spain, which came up with the clue that has finally led to the present blow to the propaganda machinery of Daesh, according to the Spanish Ministry of the Interior.

It happened mid-2016, when the Guardia Civil noticed that many people investigated in different operations consumed propaganda from several media platforms of Daesh, such as Amaq or Al Bayan. Later, in 2017, a man arrested in Madrid’s region on charges of radicalizing and spreading propaganda of the terrorist group, “provided the necessary information to identify the core of the (propaganda) infrastructure on the Internet”, explained the Ministry in a press release.

That was the origin of the so-called ‘Tahmil Operation’ of the Guardia Civil, which found its peak in the intervention in Panama of the servers that supported the propaganda online infrastructure of Daesh.

“The analysis of the enormous information contained in the servers intervened in Panama has allowed to help numerous foreign police services to tighten the net around the administrators, who belong to the central structure of Daesh”, says the press release.

On the other hand, although the Spanish Ministry assures that it has also made able to “identify thousands of users located in 133 countries, who consumed this type of propaganda”, Europol does not take it for granted. The European agency explains that “law enforcement agencies involved expect that the data retrieved as a result of the takedown will help to identify the administrators behind IS media outlets and potentially radicalised individuals on European soil and beyond.”

The operation has been led by the Belgian Prosecutor’s Office with the support of Eurojust.

Secretary General of the Council of the Moroccan Community Living Abroad visits Spain this week to present his book “Islam and the universal common. Tolerance, coexistence of identities and religious cohabitation”.

Abdellah Boussouf is a Moroccan historian and since 2007 he leads the Council placed by king Mohammed VI of Morocco in Rabat. His latest work (published in Arab, French and Spanish for now) offers a compilation of essays in which he reviews historical episodes, Quranic quotes and texts of the Muslim prophet Mohammed to demonstrate that Islam is a religion of peace and respect for the ones who are different. He talked with Salam Plan at Casa Árabe (Arab House) in Madrid about this call for dialogue and a good coexistence.

In your book you write about historical moments in which different religions and cultures lived in peace. What has changed so much that it makes this so difficult in some cases nowadays?

Today we live a very difficult situation of Islam in the world. We have two extremes: the extreme of Islamophobia, racism (and) we have the other extreme: fundamentalism, radicalization and even terrorism. This book is a reminder for those who try to manipulate Islam, who try to instrumentalize it from both sides. It is meant to tell them that it is not Islam what they use, but lies about Islam. Islam has nothing to do with terrorism or fear. So Islam is not here to invade Europe or to be an element of clash with Westerners.

Islam is a religion like any other, a religion of peace, tolerance and coexistence. The historical description of fourteen centuries shows that Islam has never known terrorist movements against each other. It has never been in a situation of conflict related to a religious or philosophical conviction.

And why is there now so much Islamophobia and Islamist radicalism?

As far as Islamophobia is concerned, there is an unjustified fear. This fear is due to a total ignorance of Islam, today in our societies we know Islam very, very little. And we are afraid of the unknown. It was a great intellectual of Palestinian origin named Edward Said who spoke of the “shock of ignorances”. We are living that moment now.

As for the Muslims, in the case of those who claim to use Islam to perpetrate fear and terrorism, they have nothing to do with Islam. For us -I come from Morocco-, the King delivered a speech aimed at the Moroccan nation and the whole world in which he said that “the authors of a terrorist act are not Muslims”. Therefore, there is a manipulation of one side and the other: either for Islam to scare or to justify horrible acts of terrorism.

You claim that Islam is a peaceful religion, but Islamophobes and radical Islamists believe it is synonymous with war. What would you answer?

Islam has never been a religion of war. In this book, I start with Quranic texts that clearly say: “Whoever kills a soul, it is as if he had slain mankind entirely. And whoever saves one soul, it is as if he had saved mankind entirely.” Islam takes life and not death, contrary to what we are told today by these factions, which -fortunately- are not the majority and who preach hatred to others. The extremes meet, they feed each other.

“Terrorism has no nationality or religion”

In the recent attacks in Catalonia, the terrorists were of Moroccan origin (although all raised in Spain) and analysts tried to find in that origin the source of their motivations to kill. Do you think that is part of the explanation?

First: terrorism has no nationality or religion. They were of Moroccan origin but lived in Spain and were, mostly, Spanish citizens. And also the other perpetrators of the attacks in Belgium and France, European citizens.

I think that this is the mistake, that of trying to attach the responsibility to a country, an ethnic origin or a religion. I advocate a shared responsibility, we are all responsible today for this phenomenon that threatens us all. Moroccans have also paid a high price; and in (all) Africa, and in other places.

In another book, “L’origine” (The Origin), I try to explain why. It is a set of elements. I don’t think there is a magic recipe to say “this is the one responsible”, nor is there a single solution. There is a manipulation of religion, but there are also social reasons that must be addressed, because we must not allow social problems to absorb young people and become easy prey for the death recruiters.

“Islam and the universal common” is the title of the book you are presenting now. What three things would you highlight that Muslims, Jews and Christians have in common?

They are the three monotheistic religions, we worship the same God. A great Jesuit, Pierre de Chardin, said: “Everything that rises, converges”. So we converge on the same God.

Islam is a religion like any other. I think there are many things that unite us and very few things that separate us. We adore the same God, we have acts of adoration that are present in the three religions.
As believers we have to face the great challenges of our century. Humanity today is threatened by climate change, wars, family… In the past, Christians, Muslims and Jews contributed to the development of civilization, especially in Spain.

Andalusia is spoken of as the “paradise on earth”, where the three religions coexisted perfectly and in a very positive way. Jews, Muslims and Christians, who handed over Toledo, Cordoba, Seville and Sicily in Italy, but also Fez and Marrakech… history has many examples of living together.

The thirteenth century saw the defeat of Navas de Tolosa (Spain) in 1212. There were 1,100 peace and trade treaties between the two shores of the Mediterranean at a time when there were no communication media like today. There was much exchange and fluidity between the two shores of the Mediterranean. Despite current technologies, today we have not reached this level.

“Media only speak when there are terrorist attacks, so we leave the field free for the xenophobes”

You worked for intercultural dialogue in France and Belgium, two countries with good electoral results for anti-Muslim political parties. How -do you think- that Marine Le Pen and Geert Wilders, leaders of the extreme right in the respective countries, are successful?

There are several factors. They are trying to cultivate fear of Islam, but there are other reasons: economic, social problems. Marine Le Pen has no plans for the French society, it has no solution for the crisis in that country. So scaring voters is the best way to attract a certain number of them, who sometimes lose confidence in the political apparatus.

I also think that media play a very important role: they only talk about trains that arrive late, they only speak when there are attacks, when there is an imam who makes a small statement … but when there are things that unite all the believers, all cultures, they don’t publish it. I created many initiatives in France of interculturality, interreligiousness, but nobody talks about that. Thus we leave the field free for the xenophobes, for the fascists.

Do you think these are the same problems for which France and Belgium have seen the followers of Daesh grow?

Yes, in some neighborhoods there are many problems: young people who don’t go to school, who are jobless, whith ignorance of religion, identity crisis … We have not done much to solve this, both the host countries and those of origin. We have not done what is necessary to accompany them, to allow these young people to access their identity and find a certain balance. We leave them alone. And, obviously, the fundamentalists, the terrorists recruit in these environments, where they (the youngsters) live in situations of fragility.

And when you talk to the authorities about doing something in favour of dialogue, what do they say?

Many people in Europe speak of ‘deradicalization’ as a system to deal with this phenomenon of Daesh and other groups, to which I do not give much credit. It takes a lot of work, mentalities and all the actors must work in the same direction. From the family, society, school, political parties, the media and the academic world … we should all pull together in the same direction. We face human beings and we must address them in their entirety: (taking into account the) material, psychic and intellectual (aspects).

What would you say to an extremist, be it Islamophobic or fundamentalist Islamist, if you had one in front of you?

I would tell him: “I’m like you. I’m a human being like you, you should not hate me or kill me, because killing me is like killing yourself, and by hating me, you hate yourself. We need each other, we won’t be able to continue living on this planet if we try to reject each other, the only alternative we have is to respect each other and work together”.

The UK is the European state with more returnees, while France is the one with more foreign fighters who join ISIS on the ground, according to a new study.

Of the nearly 30,000 people who left their country -the so-called ‘foreign fighters’, at least 5,600 citizens or residents of 33 countries have returned home; 1,700 of them, to Europe. These are data of the new report Beyond the Caliphate; Foreign fighters and the threat of returnees published by the The Soufan Center, an organization devoted to the analysis of global security and emerging threats based in New York.

Most of the foreign fighters of ISIS or Daesh are originally from the former Soviet republics (more than 8,700), followed by people from the Middle East (more than 7,000) and in the third place, from Western Europe (more than 5,700). At present there are at least 15 European countries – including the Balkans – that have recorded the return of these suspected terrorists to their countries.

Although the United Kingdom is the third European state in number of foreign fighters, it is the one that more returnees has registered: 425, according to data of February of 2017. That is 25% of a total of 1,700.

On the other hand, France is the European country which produced more foreign fighters: it estimates that 1,900 citizens or residents in their country travelled to Iraq and Syria to join Daesh on the ground of their supposed caliphate; at least 271 of them have returned, according to data from last August. Germany is the second country most affected by this phenomenon, with approximately 915 foreign fighters and a large number of returnees in Europe: approximately 300, according to March figures.

It is important to note that not all those who are counted as foreign fighters managed to arrive at their destination, as on many occasions the Turkish, Moroccan or other authorities prevented them from doing so thanks to the cooperation with their countries of origin.

France is the European country that has frustrated more attempts of this emigration: more than 2,600. Behind it are Belgium (over 1,500), UK (about 1,200) and Germany (over 650).

The returnees pose a “huge challenge” for security and law enforcement but most of the attacks claimed by Daesh both on European soil and in the rest of the world were not carried out by returnees

Richard Barrett, author of the report and former director of global counter-terrorism at MI6, says that returnees pose a “huge challenge for security and law enforcement entities”. But at the same time he acknowledges that the facts show that in most of the attacks claimed by Daesh both on European soil and in the rest of the world were not carried out by returnees, the same argument Raffaello Pantucci, counterterrorism expert of RUSI think tank, recently pointed out on Salam Plan.

“They generally appear to have had a stronger desire to join something new rather than destroy something old. As a result, returnees have, so far, proved a more manageable problem than initially anticipated,” Barrett says. And reminds that last September, the French authorities spoke of a decrease in the ratio of returnees.

Barrett, who also was UN coordinator of its al-Qaida/Taliban monitoring team from 2004 to 2013, points out as well that among those who return there are also repentant or disenchanted people, because they did not find what they were looking for when they followed the promise of the alleged caliphate of Abu Bakr al-Baghdadi.

“Returnees have, so far, proved a more manageable problem than initially anticipated (but) states have not found a way to address the problem of returnees. Most are imprisoned, or disappear from view”

Nevertheless, Barret warns that the defeats on the ground and loss of terrain- especially now, following the recent fall of Raqqa, the ‘capital’ of the terrorists – will lead its leaders to put more emphasis on supporting terrorist attacks outside Syria and Iraq, also profiting from the returnees. There are also women and children among them, by the way.

In his report, the analyst warns: “States have not found a way to address the problem of returnees. Most are imprisoned, or disappear from view. There will be a need for more research and information sharing to develop effective strategies to assess and address the threat.”
